39 gallon dwarf lion tank

do you think the visijet is too big? it says its rated for up to 70 gallons.
and the HOT magnum canister filter (250 gph)

I'd not worry about the flow on the filter, it should be OK. Not familiar with the visijet.

Eh, I have a hard time believing a $33 skimmer is going to be worth much of anything

alright well i got some sand and some salt got things started yesterday.. right now we're just using a penguin biowheel filter while we're cycling until we figure out which filter we really want.

what kind of lights do we need?

For a FO tank you don't need anything other than basic lighting. If you think there will be a move to a reef in the forseeable future you might want to consider getting lights for that now versus spending money on both sets.

so if there's any live rock at all i need different lighting?
is it just different kind of bulbs or a whole different set up altogether?

No, you don't need special lights for live rock. If you start getting photosynethetic creatures they will have lighting needs.
