At a guess, cardinal tetras. They have a longer blue striping than neons.

I'd say no cardinals due to the lack of the long red stripe. Maybe green neons, which are unintuitively called green, when they're a brighter blue than regular neons, but even with that, I don't seem to see much red in the picture. It's why I asked for stocking. Looks like some of those eyespot and neon yellow rasboras as well. There's obviously some type of stiphodon in there, but I don't see it in the pictures.
