Shrimp are great on the bottom . You could add a few cherries, amanos or just some cheap feeder ghost shrimp.

and also from what ive been reading shrimp are good tank cleaners?

They're also great fun to watch. The three ghost shrimp in my daughters 10G are more entertaining than the guppies.

What sort of 40g tank?

A 40g "breeder" isn't tall enough for angels.


Angels will eat shrimp.
