would this tank be okay for a single pair of gold severums with no other fish. the tank is 4ft long 1ft wide and 2ft high which contains drift wood and rocks, the tank holds 157 liters of water approximately 42 u.s gallons.

No. Only for six months while they are growing. A 6 ft long tank is much better/

Severums grow fairly slow. You probably could keep them in there for a year or two, but they might become a little cramped once they beccome full grown. It also depends on what type of filtration u are using--more the better
