If your just starting out a 10- or 20 gallon might cost a little more up front but will be easier to maintain if you have the space.

Also I think the 1/ 5 gallon thing is more about making sure multiples have enough territory than that a single puffer would need more space than that.... I really can't imagine a DP needing more space than your 3G. They don't need open swimming room, they don't really do that. If anything, it would seem that they need a lot of interesting landscaping, and features to explore. But maybe it is different if they are used to eating brime from an eyedropper vs hunting their own snails all day.
