Ok, so I've been asking around and most seem to prefer the CLSS, and it's cheaper, so I think that's what I'll go with. What about the lighting above? Also, what is the best powerhead that I could get for my money?

the lighting will do fine for softies and most LPS. you may not have the color that you will with MH, but everything will still do well.
for powerheads, maxi-jets are good quality ones taht dont cost too much. however, there are other ones that would be better that provide a lot more flow. however, they are very pricey. you can get a maxi-mod kit, a tunze or a nano tunze, the hydor korallia, or even a rio seio (however, you cant put some of these on wavemakers...) you also may not need all the flow depending on how many powerheads you have and what you are stocking.
