That's why, in the past, I've packed the fish baggies into a 'small' lock-top cooler, taped it shut and then boxed the whole thing up with plenty of packing material to cushion things if dropped. The cooler keeps the water where it belongs, protects the fish, and keeps the temperature from fluctuating too much. The price of the cooler is neglegible when it does such a good job getting the fish to their destination.
 
The fish shipping box does have a full foam liner but no cushioning between it and the box. The bottom half is rebated from the box so there's wiggle room. So that being said it should hold water and the rest just fine, except for when it's dropped so hard that it cracks the foam liner and ruptures bags inside.

So keeping with tradition Fed-Ex sent me a claim refusal form in the mail and are telling me I won't be reimbursed for a single penny.
