a downsize and a suddenly overstocked tank

The fig. 8's 20 is a tall, correct?

Could you possibly build a triple level tank for the two 20's and the 10 the your puffer is in? (You'll only need 2x4's by the way, 4x4's is overkill).

IP is internal parasites, blue.
 
What about a metal or wrought iron double tank stand for the two 20 gallon tanks? You could keep them one over the other that way (it's what I do). The Penn Plax metal stands are quite inexpensive and I believe Petco carries them or something similar.

I must not have been clear, I only have the 10 gallon puffer tank and the 20 gallon FW tank. I traded the other 20 gallon(former puffer tank) to my LFS for the 10 gallon. I have no place for another tank. Even by getting rid of stuff, I have no room, my apartment is just too small. I already have more tanks than I am supposed to have.

About the fish, I euthanized the 2 females with IP(internal parasites). They were in really bad shape and were not eating, and I could not risk spreading IP to my other fish. The 2 guppies with the ragged fins do have fin rot. It has already spread to my lyretail guppy. So I now am treating with aquarium salt. I checked parameters and they are good. 0 ammonia, 0 nitrite, 10 nitrate. Good thing for my live plants. Hopefully I can keep the stress down, and hopefully I can find someone to take these fish, although nobody wants fish with fin rot, so I have to deal with that first.

That would be nice, but not this time of year, with the holiday, and paying for college this next quarter, I am broke. Paying for college is even more expensive for welding, because I have lab fees for each class to cover the cost of electricity, gas, metal, ect. plus I have to buy my tools, gloves, ect. And like I said before I saw your post, I already have more tanks than I am supposed to have.
