do any of you know how fast it takes for a pictus catfish to reach adult size?

There are many variables. Warmth, tank size, food (how many feedings, kinds of food, ect), water quality, ect.

I bought one that was about 3 or so inches. After about a years time it was almost 8 inches.

I agree...it depends a lot on both genetics and the environment (diet, tank size, etc.)
