Yes, as long as the bio-wheel has a well established culture you are fine when changing and cleaning the filter. When ever I took the filter off the tanl to give it a good cleaning, I would leave the bio-wheel floating in the tank.
 
About six months ago I took my filter off to do a detail cleaning on it also. Later I lost lots of fish :(. I think its because I did not put my bio-wheel into the tank to keep it wet. I learned from my mistake.

I just wished I did not have to pay $9.99 for twi filters all the time.
 
As I said, get an additional gray media holder like you keep the charcoal in if you use it for that. Fill it with poly-fil pillow filler from Wal-mart and you cannot get any cheaper than that. I used mine for over a year and only went half way through the 5.00 bag.
 
Unless your tank smells bad or you are trying to get rid of medications you don't need the charcoal. Stop stressing over it and just rinse out the old filter in tank water like so many have said.
The charcoal lasts about not at all in such small quantities. It is just the excuse the manufacturer needs to get you to buy all those expensive replacements cartridges.
