I was wondering if anyone new the best and safest way to transition the water in my Violet (Dragon) Goby tank from fresh to brackish. The tank is 30gal I understand its on the small side for my fish but will rehome in the near future.

Raise the specific gravity of the water about .001 or .002 each week until you're at the desired SG. Any faster and you risk killing the bacteria and forcing your tank to re-cycle.

The Hydrometer I purchased starts at 1.012 SG im not sure if it is suitable as im not sure what the SG of fresh water is. I haven't opened the pakage yet so I can return if not suitable to test the low SG of Brackish. And will look for a Refractometer as I understand is better at testing SG.

1.000 is freshwater. You should get one that starts there. Otherwise, you won't really be able to see what you're doing.
I don't know if either refractometers or hydrometers are more accurate. I know if your hydrometer collects salt, it can give inaccurate readings, but I've never had problems.

Generally refractometers are more accurate. You can look for one of the swong-arm hydrometers, I believe the instant ocean one has a scale that starts at 1.000 SG.
