I was thinking he looked like a ring neck like what i have out here but the colors are reversed

Well here's another clue. It's a snake eater. There were actual attempts to mass breed this species in order to control venomous snake species in urban/farm areas of Brazil.
 
Well if it's venomous and a snake eater, it's probably a false coral?
Then my final guess is:
