Adding fish with cloudy water

I am 2-3 weeks into my Cycling and have a case of brown (some spots are green as well) algae developing on the gravel and decor in my tank, hasnt spread to the plants or tank glass side as of now but I want to add some otos to get rid of some of the Algae growth. My Raphael cats dont even give this brown stuff a second glance...

Can I add 3 otos in there while the water is slightly cloudy? I know it has to be some sort of bloom cause I can still see through it, its just slightly cloudy. Thanks in advance for the help... I think I am starting to worry about these fish more then I worry about myself...
 
If the tank is not completely cycled, I would not add anymore fish. Otos can be kind of sensitive to begin with
 
Now that my cycle is over NOW can I add some ottos?
 
how do you know your cycle is over? are you testing for ammonia nitrites and nitrates. You said you were 2 -3 weeks into your cycle it usually takes 4-6 weeks unless you seeded the tank well.
 
I have the following in another thread but posting here cause it might be lost and I really need the help.
After a blackout, the greenish algae water problem is gone but the water is still cloudy. Its like smokey white cloud though, not green cloudy. I am going to continue the blackout for another 2 days, which means I uncover tomorrow, but now I really don't know how to get rid of the cloudy water.

Numbers are:
Ammonia: 0
Nitrites: 0
Nitrates: 5ppm
PH: 7.4

My green water started out cloudy at first then the cloudy turned greenish and now that the green is gone its STILL couldy. Does this mean it will go back to green water as soon as I uncover? My numbers are all still running steady and nothing seems out of the ordinary... I have 2 good filters running on there (Whisper and brand new penguin Emperor 280), I even put a triple stack of polyester wool in there the same day i started the blackout 2 days ago. I do 25-30% water changes/gravel washes once a week and I havent fed in 2 days since the start of the blackout. I dont know what else is there I can do to clear up the cloudy water. Now what do I do?

Its been over a week of cloudy water so far, started the weekend before last..

Cloudy water is caused by two things, typically. The first is the algae bloom, with which you are familiar, it seems. The second type is from a bloom in the population of one or more of the normal microorganisms that inhabit our tanks. These microbes are not necessarily those involved with oxidizing ammonia and/or nitrite (the nitrifiers tend NOT to bloom, which is why it takes so darn long to cycle a tank...). Rather, the creatures that cause this second type of bloom are essentially plantonic organisms whose populations must find some equilibrium. When you have a bloom of this latter variety, the water appears white, almost smoky. Sometimes it can get so dense you can't see the back of the tank. The presence of the white cloudiness has nothing to do, in almost all cases, with the nitrogen cycle, although it also happens most often early in the life of an aquarium. (The co-occurrence of this cloudiness and the cycling of the tank lead some to assume they're related, but really they're independent of each other.)

The white cloudiness almost always goes away without intervention (and attempts to 'cure' it usually only prolong it) and it doesn't seem to harm the fish at all. Continuing your blackout to make sure the algae is gone is a good idea, and it won't hurt (or help) the white cloudiness situation. Be patient, keep checking for ammonia/nitrite and be patient. It will be gone before you know it.

ITS GONE!!! My Algae and cloudy water are GONE!!! *doin the hustle*

My weeklong algae bloom is FINALLY gone after a 4 day blackout! The water is not CRYSTAL clear, but its clear, I can see everything in there, I am so happy! I missed my fishies!!!!
