I understand that completely, I just don't know how to figure that out when they are only 1 inch. I wish I knew.

its really tough - they are identical in colour at that size, and even as older fish a smaller 'female' may just be a sub-dominant male. venting, or observing a holding female, is the only way to be sure. best is to buy from an expert who can promise the gender having vented the fish.
