Aeration & Surface Agitation

This may seem like a silly quesiton, but I can't find an answer on the net, or in any book i have. I just put a sponge on the outflow ramp of my penguin 200 filter to cut down on the current. It worked great on the current, but now there is no splashing when the water reenters the tank. Is that going to provide enough oxygen for my fish?

watch for the fish gasping at the surface, if you have live plants, watch for them gasping in the morning
 
I also fill my aquarium to the brim, but I'm using AC110's which move the surface quite a bit.

If you need to relieve your frayed nerves, or your fish do start gasping/breathing rapidly, adding a bubble curtain/wand will help.

I have a 24" wand on the right side of my aquarium mainly for water movement, but I like the added bonus of surface aggitation it gives.
