I need an idea on what Africans will stay small,(under 4") and handle warm water in the summer say around 82F.

those two are Lake Tanganyika I believe, and are supposed to go to 80 degrees, 82 you'd be better with a south American variety
Agassiz's Dwarf Cichlid is south amazon. up 82 degrees
go up to species profiles and click through them all, would probably be faster than me listing the close ones!
