any recommendations for a quality, and very quiet, air pump? I have a 20 gallon tank

1) What are you using it for?
2) They can make some noise and normaly arnt needed.

Just to aerate the water. using a basic airstone

Well it isent really needed but Id say get a Rena 50 or 100. They are super quite but dont put out a whole lot of air so go one size biger than you need.

walmart has some nice low cost pumps. i cant remember the name offhand but they have them in 1 and 2 outlet versions. i have 3 of them. quiet, reliable and powerful. and most importantly the cost.. the dual outlet versions are less then $10

Now when you say it really isn't need... why is that the case? How else will the water get enough oxygen for the fish?

Usually the filter is enough. All that is needed is a little surface turbulence for gas exhange to take place at the waters surface.
