Make sure you can use it first because it will lower your pH.

About how much co2 would I need ?
bubbles per/ minute or however its measured ?

You cant really controll how much you are getting with a DIY sytem. Try 1 bottle to start. But you may need 2.

The amount of C02 in your tank can be mesured with the pH and the KH. You will need a KH test kit for this.

did you say you had the tank in front of a window as well? does it get a lot of sunlight?

I'm almost afraid that if a CO2 system gets installed.....That the plants are going to grow about a foot a day with that wattage.

What kind of lighting is it?

the nitrates, which were >120 , are now 40
