Algae will definitely grow with our tap water. I used to have a 20g tank with a few goldfish and it got over run with algae. Was all gone within 2 days of gettinga pleco tho
Like others have said though, if you control feeding/light, it shouldn't get out of control. I like plecos anyways, so having a dwarf one might be fun if you're interested.
