In a new tank, perfectly normal.

No, not harmful to fish.

Various types of fish do exist which will eat this algae, but it will go away on its own in time. If you want to keep an Oto cat of small pleco, have at it, they're great fish and I love 'em. But if you don't have an interest in them, they're not for you. They don't solve an algae problem, meerly feed on it, keep it under control and keep your tank clear of small amounts. They will add to your bio-load, natch, so they can be as much of a problem as a solution to algal blooms.
