Wow, that's a pretty fish! I can honestly say that I have never seen that one around town. But I can ask a couple people... How many of those would you need to keep them happy? And are they as finicky on perfect water conditions?

At least six for a school, eight would be better and work well in a 20L. Ratio of at least 1:1 female/male, but 2:1 is better and easier on the girls. Most of the time you don't get a choice what sex you get, so I'd just try to keep it 1:1 as much as possible.

Blue-eyes are pretty hardy fish and if he can keep up with the weekly 25-50% changes, shouldn't be a problem. They do love plants, as do all rainbows, and a few low-light ones would go a long way to making them happy. Java fern, java moss, anubias: anything like that.

I keep Pseudomugil gertrudei, Spotted Blue-eyes, and have had no problems at all with mine. I wouldn't recommend those ones though. They are very tiny (about 1" max) and need to be in a species only tank.

Another Blue-eyes found out and about in local LFS is Pseudomugil signifer, Pacific Blue-eye. They're not as pretty as furcatus, imho, and grow about 1½-2", depending on where the stock originally came from.
