My water is always dirty
i have just dun a water change and wen i added da wata bac in it was still dirty

How large of a water change did you do, and how frequently are you changing the water? Do you use a gravel vac? What size is the tank, what type of fish are you keeping?
Some more information will help us figure out what's going on.

i dont know but say about 20% and i am changin the water near ever 4 days and yes i am using a gravel vaccum. My tank is 25L with 2 black widow tetras, 1 corydoras catfish,1 angelfish and 4 neon tetras

6.5g is an awfully small tank for all those fish. Overpopulation is probably part of the problem. Other than reducing the number of fish in the tank (I'd remove the angel, and replacing the black widows with another cory would probably be a good idea), my only suggestion is to change more of the water each time. Some floss in the filter and a 50% water change should help clear things up.
As an aside, it's best to start a thread in one forum only. Posting something multiple times often isn't as helpful to the poster, since you get scattered, unrelated answers. A single thread allows posts to build on one another and usually gives you better answers.

blinky this is a totally different subject bt can fin rot kill

Yea they can.

Symptoms

The fins become opaque and ragged, and may be blood-streaked. The fin erosion may continue until it reaches the base of the fin, at which point fish usually die. It is therefore important to catch this disease early.

Causes

The disease is caused by various bacterial species, which are normally present in aquarium water, but do not infect healthy fish. The disease is usually triggered by poor water quality or where fin damage has occured, often caused by fin-nipping fish.

Possible cures

Commercial anti-bacterial remedies are available to destroy the bacteria and halt the damage. The commercial products available include Waterlife Myxazin, Interpet Anti Fungus and Finrot and Maracyn by Mardel Labs.

Fin rot is contagious, and if it's untreated the fish can certainly die. I just saw the post about your angel, I'm sorry you lost him.
If you have test kits for NH3, NO2 and NO3, check the levels. Fin rot can be a result of stress, and one of the major causes of stress is poor water quality.
Frequent, large (~50%) water changes won't hurt and will probably help a lot. Keeping the tank clean will help your fish heal, and if there are elevated ammonia/nitrite/nitrate levels in the tank this will bring them down as well.
