quick dumb question does ammonia effect plants as it does fish?

No, the plants will use the ammonia as a nitrogen source. I imagine an excess amount of ammonia may do harm, but we're talking about a significant amount here.

so if i put plants in a cycling tank will that be ok or not

yes it should speed up the cycle.
