what would i have to do to add an anenome to a tank. could i add one to just a tank with live rock and sand for clown fish to hang out in or do i have to have special lights with protein skimmers and all that?

You will need to list all of your tank specs. Generally anemones do very poorly in most tanks. They need extremely high light, have to be very healthy to start, need large tank with pristine water and tanks that are very established, at least a year old or more.

Also clown fish may or may not host with them.

To elaborate on that, most clowns are tank bred and have never even seen an anemone - and becuase of that, they are just as likely to host in most soft and LPS corals as they are to host in an anemone.
 
I don't know what kind of lights you have or what your set up is but, if you have decent lights even you should be able to grow xenia. The clowns will be just about as likely to host with it as they would with an anem and it's much hardier.
