is it ever safe to use driftwood from a saltwater proximity - e.g. a beach, brackish source - in a freshwater aquarium?

Should be fine as long as you follow the other guidelines with driftwood.

I had a lot of driftwood I collected from an ocean beach in my ten gallon for a year with no probs. I just soaked it in very hot water in a big pot on the stove, changing the water every few hours, until it sank and stopped turning the water brown.
