There isn't a 3" per gallon rule it's all about attitude and waste in s.w. You don't want to stock more than your tank can very comfortably handle. Inverts tend to produce a lot less waste than bony fish the cuc will mostly just set around and sift sand. IMO if you have a big enough sand bed to feed one of them get it. They really will help you keep your tank clean and your dsb will last longer.

We have had a tigertail in our 90 gallon reef since the begining (it was the first inhabitant) It has doubled in size and is now around 8" long If you are going with the 90 you are setting up now I'de say go for it these are very cool creatures Dirty sand in one end and clean sand out the other end.
