The basic rule of thumb, and its really just a guideline, is that you want to have two to three inches of clearance between your nether region and the top of the crossbar when you are standing over the frame (just in front of the seat as if you have just come to a stop and put your feet flat on the ground.)

If you're 5'10" you're probably looking for anything from a 15" to a 17" bike although the manufacturers vary a bit (some wildly) in the measurements. A good bike shop should get you fit well.

Bike fitting should be done in shop. Period. As Tomm said there are some bacllparks, but they sometimes fall apart. I for instance am cursed with a long body and short legs. So, I have a really small frame on my bike, and have to buy large hiking backpacks. Being nearly 6 feet tall and having a 30 inch inseam is very different.
