Aqua-Clear 300 not working

No offense, taken Pugwinkle. Don't worry...

For Penguins, I start with a piece of AC 300 foam. I cut it so it fits snugly, lying horizontally, in the media bay right up against the spillover, so that water dumps into the media bay behind the sponge and then has to pass thru the sponge to get out of the filter. I try to make the foam about 1/2" longer than the bay so it's wedged in there good.

For Emps, I use AC 500 foam in the same manner.

I took the entire housing apart and cleaned it until the cows came home and still the darn thing won't start. I always put a lot of water into the filter housing before attempting to start the filter but it still would not start.

Did you try doing what Slip and calimako mentioned? I've had to do that with my AquaClears on occasion as well - fill the filter up, plug it in, and if the impeller is still, touch it with something (I use a chopstick). It should start turning again - it's a wierd little quirk these filters have.
If that doesn't work, sometimes plugging and unplugging it quickly a couple times will start it up.
 
IME they start better when the flow is set to the lowest. Return the flow to full (or however you want it) when the water starts flowing good.
