That's Hemianthus callitrichoides. I was actually going to suggest it as I was reading the first few posts, but I think it's very hard to find. I picked some up a few months ago, and it is a PERFECT foreground plant for small tanks. Most of mine was eaten by my platies or broke off and was picked up by the filter, but it is finally starting to spread. I'll take some pictures when I move back home later this week. It is the absolute tiniest plant you will ever see, and quite a pain to work with, but looks gorgeous when it fills in. I've never seen it as dense as in that picture though. Look in my signature for some pictures (you'd have to register with ImageStation to see the pics).
I would also highly recommend Hemianthus micranthemoides and Ludwigia arcuata for a small tank, these have worked well in my 10 gal. Try to stay away from large-leaved plants. For example, I had Ludwigia repens for a long time and it was gorgeous, but it's hard to work with in such a small tank. Go for small-leaved, delicate stem plants and a few rosette plants that stay small. I would also recommend Anubias nana or, if you can find it, Anubias nana "petit." I have some of this too, and it's nice, but hard to keep algae-free. I think I've been getting better lately, it might just work out.
Good luck with yours. I find it hard to aquascape as well, and in such a small tank the plant choices seem limited.
