I'm thinking of getting a green spotted puffer and I will have to go from brackish water to completely salt water when it's an adult.

Will the fresh water plants I have on there such as hornwort and water sprite, keep growing in the high salt content?

When you go above an SG of 1.004 there's little available that will tolerate the conditions, except mangroves. When you go above around 1.017 you can start trying out some of the marine macro algaes.

I agree. If you live near any brackish areas you could consider getting some plants yourself and seeing how they survive. But above 1.004 SG it is pretty much luck.
