Are algae wafers bad?

One thing to keep in mind concerning the algae is that a) 11 hours of total light, even with a split photoperiod, is a lot without live plants. Even then it would be overkill...and b) goldfish = high nitrates in a small tank. The two main causes of algae are too much light and excess nutrients, generally speaking. Cut back on both (try feeding less and possibly doing more frequent water changes for less nitrates) and see what happens. If there isn't any change something could be 'wrong' with your water ie. high in phosphates.
 
your tank could still be cycling, its generally not advised to add new fish until you are sure that your current stock is all fit and healthy. Though i did do a little research on garra pingi algae eaters for you, and your tank will be much too small to support it in its adult stage really.

oops forgot to say my bit about the algae wafers. Sometimes it depends on the brand of wafers, mine wont eat the tetra ones, dont know what it is about them. But the hikari ones generally dont last more than 2 minutes once they hit the ground. I have had no problems what so ever caused by these wafers and find that they take a good while to disolve. Also with hikari they have an assortment that come in many different sizes, so perhaps it would be helpful to get a smaller sized wafer. Better to feed a small one when u can always add another if its not enough that to have a big one thats far too much.
