As I said, some are and some are not. Conservative use would be to leave them out unless you know for sure.
That said, the greatest risks are in acid water. But taking chances based on pH is definitely non-conservative.
I have no info on the potential toxicity of the Zn/Mg strips. Magnesium should be trivial. Zinc is more iffy.
