I want to add a couple Amano shrimp and/or a couple African dwarf frogs to my 5.5 tank that right now only contains 3 cherry fire shrimp, but I want to make sure that when my shrimp have babies they will not be eaten. Will either of these potential new additions eat the babies? I don't have any java grass for them to hide in, but I do have fake grass and plants that are rather thick to provide a little cover.

Also, I have an Aquaclear 20 filter in there with the mesh from a net tied tightly around the intake. I have used this to successfully keep newborn livebearers out of the filter, but will it work for the shrimp as well?

the mesh should be fine for protecting your baby shrimp. as for compatability, they will be fine with the amano shrimp. The dwarf frogs are such clumsy eaters, I don't think they would be very successful in eating your shrimp, especially if you have plenty of cover. They will probably try though.
