Background Question

I'm a newbie to say the least, so forgive my ignornace...
I bought a vinyl backgroung at petsmart, and set up my new 10 gallon with the background on the inside. When I got up this morning, I noticed that the water had a strong "Plastic-y" smell. I called the store and they said it was supposed to be installed on the outside. I asked if I should change the water, basically they said they didn't know. No fish yet, but wanted to get some today. Should I change the water and start over again? (Which means I'll have to wait another few days to get my fish).
 
You will need to start all over again, yes. Get some seri-clean (tank cleaner) and drain your tank and take out your backround. You will need to completely clean out your tank with the stuff. Scrub hard and remove any residue the backround might have left. Once your done, rinse out the tank thoroughly and start all over, this time with the backround on the outside. You may want to get a whole new backround, because it may not stick again.
 
Yes, dump the water and start over again. The plastic could have leached chemicals into the water especially if it was one of the self-sticking backgrounds. If it was an adhesive background you will probably need to remove all content from the aquarium and clean the glass well, as well as rinse off the items that were in the tank well.

Wait to add your fish!! Don't forget to read the article about fishless cycling!! I am also a newbie and learned the hard way about cycling. It does suck to have to wait sooo long to add fish to your tank but in the long run it will save you tons of money and grief!!
