i have a 45tall with two 15" pen plax FL15 bulbs, and has a 6"kenyi , and a 1"convict, and 1" firemouth...

how many gallons....how many watts?

sorry I thought you meant 45" tall...and I am not familiar with the penplax bulbs...is that just 30 watts then over a 45 gallon? <and a tall one to boot>
if so, there will be very few things to grow in here. You can maybe do java moss and java fern and hornwort.

I plan on upgrading in a few months, to a a pair of 24" bulbs and the smallest actinic bulb for night.
