For the most part they are finnippers but sometimes if the school is big enough they will keep together and not mess with the other stuff. I have 6 tiger barbs and they just play with each other for the most part.
I would be very concerned with a betta and rosy's. Not that they're the same effect but IME the more "torpedo" shaped barbs, as in golden barbs, cherry barbs etc are less likely to be nippy.
I can not be certain that barbs will attack an angel, but would expect that some would. Angels are very often victims of fin nippers. They often suffer fin damage from other angels as well. I don't know if shop keepers in Australia are any better but here it is difficult to find a medium or large angel with it's fins at their full potential.
The angels in my avatar were purchased at a body length of 2-3cm. As they matured a third one was beat up pretty bad and it's fins haven't fully recovered (approximately 7 months now) despite being moved to another tank.

I have three long finned rosy barbs and they are not aggressive at all.
I have two red eye tetras and two clown loaches. I did have two angels but they died. They lived with the barbs for 3-4 years and never had a problem.
The barbs are very active though and need open swim space.
They like to have a couple friends.
The tiger barbs from my experience are really nippy though. Those are the only two barbs I've ever tried. The tinfoil barbs get rather large.
I think it depends on the individual fish, and whether they feel crowded or not.
