I think she was on a school computer, most schools firewall any kind of streaming video or otherwise.

Yup, I'm on school internet. It doesn't block the San Diego Zoo webcams though

your school's network administrator may have set up the firewall/monitoring software to block all streaming video with exceptions (like the zoo).
