BBA on planted 10!!

Oh, no!! I just noticed that I have BBA all over my Christmas moss.. on just the underside of the leaves for some reason. It is the short and black dense hair-like thing growing out of the moss as if it was the leaves. It is a planted as shown below:

What would cause this? I read that nutritional imbalance and low CO2 are common causes, but I dose Flourish and Flourish Excel at half of the recommended dosage on the bottle. Perhaps, with all the plants I have in there, they need typical dosage of Flourish and Flourish Excel? The tank has 18 small shrimp and several zebra danio and cherry barb fry.

Any help and comments are appreciated!!
 
Spot dosing with excel, continuous treatments will eventually kill the BBA off.

When you say spot dosing..do you mean remove the plant and apply directly to the leaves?
 
you turn off the filter and all water movement in the tank. then take a syringe with excel in it and gently apply it where the bba is (in your tank, you dont have to remove it) . give it a couple minutes and then turn the filter on.

I do weekly 30-40% water change, and I never skip it. It started appearing just 2 days ago, and now it's pretty noticeable. I took all the shrimp out of the tank and over-dosed Flourish Excel. I'm gonna give OD'ing a try for a week. Should I keep the light on or off during this period?
