Beginning a 29g Planted Aquarium

Hi all, I just recently got back into the fish hobby and I would love to set up a 29 g freshwater planted aquarium. I used to have a 10 gallon and a 60 gallon both housing plastic/silk plants with real driftwood. Those are gone now however...So I would like to spring back into this hobby with a new planted 29 g aquarium. What are some things you guys can suggest for me? Lighting, substrate, etc...

I was looking at drsfostersmith.com at their lights and saw the Coralife Nutri Grow Plant lamp. Would two 36'' lamps at 30 watts each be sufficient?

And about the substrate, would black sand flourite work out okay? Is this the only layer of substrate to have?

And I would prefer to not have a C02 kit if possible.

Would a penguin bio filter be okay with this setup?

I've just had my 10g and 60g running with penguin filters so I have experience with those but any other filters you guys can recommend would be appreciated. (I do not want a fluval canister...bad experience)

I would like to house some tetras, cory cats, and possibly german blue rams as they are very beautiful yet difficult (upon reading) to care for.

Answers to these questions and/or suggestions are greatly appreciated and I thank all in advance!

Petco is notorious for selling nonaquatic plants. Write down the name of each plant that you are considering and look it up before buying.
I like everything you proposed for the tank. I have similar lighting on my tank and have pretty good success with low to mid light plants and no CO2.
The Penguin 350 would be great for your tank.

So yea I just got back from PetCo and I was ashamed...

Everything is way overpriced and almost every fish had ich...

I d k what happened over there but when I first started into this hobby with my 10 gallon everything was really nice over there. Maybe its because I didn't know much about fish at that time as much as I know now. But anyways, I will not be buying anything from PetCo besides dog toys. So the only other option I have is Drsfostersmith.com Anyone else have any other decent stores in mind with good quality selection among fish and decor, etc...? Is Petsmart pretty much the same thing as petco? I know theres one around here somewhere...
