For a commercial or community pond, I'd put reliability and the pond's actual needs ahead of how dramatic the spray pattern looks. A fountain that creates a beautiful display isn't much help if it doesn't move enough water for the pond's size or ends up needing constant maintenance.
I'd also look at water depth, average wind in the area, and access to power. I've seen fountains that looked great in the brochure, but on windy days the spray drifted onto nearby walkways and landscaping, creating more work than expected. Ease of servicing is another big one, especially if the pond is in a public space where downtime is noticeable.
If the pond also has fish, I'd make sure the fountain complements the pond's circulation rather than being the only source of oxygen. In larger ponds, a fountain is great for surface movement and appearance, but it often works best alongside a proper aeration system if water quality is a priority.
In the end, I'd choose a model that's appropriately sized for the pond, efficient to run, and easy to maintain. Those factors usually make a bigger difference over the long term than simply choosing the tallest or most decorative spray pattern.
