Stems and floaters are generally thought to be among the best nutrient users.
I like Water Sprite because it can be grown as a floater or in-substrate.

Stem plants like hygrophila, bacopa, ludwigia, Myriophyllum, if you have bright enough light to make them grow fast.
That is not necessarily true. Some of my Anubias have huge leaves but are not fast enough growing to provide much competition. It is the careful balance of nutrients including CO2, light, and plant mass that has an impact on algae.
