Best cold water fish

yes the 15% water changes will be fine. Just be sure to use tap water dechlorinator before adding the water. Also, be sure to get the tank cycled first. If you do not know how to do that, search around on the internet; there are lots of articles on it.
 
nothin below 65F .. and it makes them much less active then tropical
chances are low i'd go below 68 unless he has no heating in his home, and i've seen the be quite active in water of around 58 degrees in my fathers barrel pond back in florida.

An update:

We picked up 4 tiny white clouds. At first I became concerned as two hid in the bottom of the tank behind a plant and two floated quietly at the top. We picked them up Wednesday, earlier then expected. Unfortunately, we have to drive to the city an hour away to a large pet store to get a water test kit. Our little tiny local shop was out, but the lady convinced me that the fish would be fine without a kit. I am still going into Burlington this weekend and getting one! I changed the water yesterday 20% and the fish became much more active and even finally ate a little. This morning they are swimming around as happy as can be.

I am wondering if they are actually getting enough oxygen from the water with just the corner in tank filter alone. It pours a steady stream of water out of the wide mouth into the tank? I am contemplating getting a stone and air pump but again the lady at the tiny local store says the filter is enough?

Her tanks are mostly all 15 gallons and her fish look very healthy? The other question I had is on the filter. I was going to by a new cartridge, (the filter is a two piece) a slide in charcoal part and another slide in replaceable part? She said do not change the filter element for at least two months to allow bacteria to form. Can someone guide me here. Do I also replace the charcoal or just wash it out? How often do you replace your filter element in a 10 gallon and do I indeed wait two monts initially. Your thoughts on the air stone...Yea or ok as is? Does the top hood keep enough oxygen from getting to the water.
