best veggie based food for fish??

Most Flakes are NOT veggie based. Most flake foods are fish meal based. The ingredients listed on fishy foods are usually listed in the order from most to least. Any(well, most) African Mbuna keepers know this. The best veggie based food IMO is, as Harlock said, Spirluna. Spirluna flakes are mostly made with spirluna, not fish meal. To get my flakes that I feed my cichlids, I had to special order it from my LFS. She wasn't aware that feeding regular flakes to cichlids(african Mbuna) could kill them. She now keeps it in regular stock.....
 
Knowing that it's actually "spirulina" will help you find it.

I feed Tetra brand spirulina enhanced flakes to my swordtails as part of their regiment. These particular flakes also contain fish/shrimpmeal, though. Good for omnivores.

Spirulina is pretty easy to find in pure forms, even as a human food supplement. If you are looking for fish-specific spirulina foods, check the ingredients, as many spirulina flakes do contain more fish meal than spirulina (Tetra being no exception).
 
Omega One makes a veggie flake and a super veggie flake that contains spirulina and kelp. You might also want to consider the Omega One Veggie Rounds. You won't see a greener wafer, and all my fish love 'em!
