Betta: Dark Spots on Webbing of Pectoral Fins

Male Betta splendens has small dark spots on webbing of pectoral fins. No other visible marks or symptoms. All other fins appear normal. Seems otherwise active and healthy. Eating well. Maintaining small bubble nest in corner behind filter.
Was placed in uncycled tank ~2 weeks ago. (I will do a fishless cycle for future tanks!)

26 C

FW

5. How long the aquarium has been set up?
2 weeks

6. What fish do you have? How many are in your tank? How big are they? How long have you had them?
1 Betta splendens (~2.5") 2 weeks, 2 ghost shrimp (~1") 1 week, 1 small (~3 mm) snail of unknown variety (piggy-backed on crypt plant) - 2 weeks.

7. Were the fish placed under quarantine period (minus the first batch from the point wherein the tank is ready to accommodate the inhabitants)?
No.

8. a. Any live plants? Fake plants?
1 Bronze wendtii (Cryptocoryne wendtii v. 'Tropica'), 1 moss ball, 1 silk plant (attached to hidey).
b. Sand, gravel, barebottom?
Gravel
c. Rocks, woods, fancy decors? Any hollow decors?
1 hollow decor

9. a. Filtration?
Aqueon "MiniBow" filter. Rinse media in old tank water once/month.
b. Heater?
10 W w/ thermostat @ 26 C

10. a. Lighting schedule? What lights are used?
1 small incandescent light in hood - not used
b. Any sunlight exposure? How long?
Indirect sunlight for most of day.

11. a. Water change schedule?
2x per week. Last change Wednesday (Aug. 29th).
b. Volume of water changed?
25%
c. Frequency of gravel/sand (if any) vacuumed?
No vacuum. Airline hose/tubing used to syphon water off. Run hose over bottom of tank to try to clear any detritius.

12. Foods?
Omega One Betta Buffet, Bloodworms (freeze-dried), brine shrimp (freeze-dried). Plans to purchase frozen food(s) as well.
How often are they fed?
Six week schedule:
week 1: bloodworms
week 2: Omega One pellets
week 3: brine shrimp
week 4: Omega One pellets
week 5: frozen food
week 6: Omega One pellets
Betta also sometimes manages to eat a few of the Fluval shrimp pellets.

13. a. Any abnormal signs/symptoms?
Small (<0.5 mm) dark spots on webbing of pectoral fins. Fish is dark blue... spots almost appear to match colour of fish.
b. Appearance of poop?
Unknown.
c. Appearance of gills?
Normal.

14. a. Have you treated your fish ahead of diagnosis?
No.
b. What meds were used?
None.

15. Insert photos of fish in question and full tank shot if necessary.
Will try to update with photo in the morning.
Suggestions appreciated in the meantime.

Not sure if this is actually an illness, or if this is just the normal appearance of his fins. He seems healthy and active and the spots don't seem to be a problem at the moment, but if this is some sort of ailment, I don't want to ignore it until it becomes a problem.
Any advice would be helpful!

This picture makes his pectoral fins look really ragged. They aren't actually however. I've taken a good look and the webbing goes all the way out to the tips of his fin rays. It's just very pale, almost transparent... except for these dark spots.
I'll see if I can get a better picture at some point, but this is the only decent one I have for now.

perfectly normal fins, no problems.

quite often pet store bettas are 'mutts', and their genetic makeup is that of many different colour strains. don't be surprised to see your blue betta develop red in his fins later on. mine did. mine also had the pectoral fin spots and there was no issue whatsoever.

(And yeah, it already looks like a little more red is coming through on his pelvic fins since I got him.)
