Give it a bit. My advice, take a look at your schedule and when you have a 4 hour block, put the heater and thermo in, hang out, and watch the temp. If then, and only then you see it not effecting things, take it back. Bad heaters happen, especially in the lower price points (heck, who am I kidding, bad heaters happen in the upper price points too).
If you are concerned about it, don't leave it in there without being able to keep an eye on it. 1 gallon can -rapidly- get too hot in a hurry. You are in a dorm room...as long as you keep the tank away from the windows, it shouldn't be too cold until you can spend time to see if the heater is working properly.
