So I have an empty 10 gallon sitting around my house and a betta in a very small bowl. I want to move him to the 10 gallon, but I don't know what type of filter he needs. Right now I have a Whisper 10 Gallon In Tank Filter, but would it produce a current that's too strong?

I've used the Aquaclear 20 (formerly AC mini) in 10 gallon betta tanks in the past and haven't had any issues. I haven't used the Whisper that you're talking about but I doubt that it would be a problem. If your betta doesn't like it you can just remove it and add a sponge filter. They are cheap and don't provide as much flow.
I have a betta in a 20 high, with a Whisper Power 40. It's no problem. It took him about an hour to figure out how to handle the current. And now he loves it--he likes to swim upstream
My filter is an HOB, and with the Whispers you can turn the flow way down to just a drip. The only time this is helpful is when I feed him. Since yours is an in-tank model, you may want to get a bunch of java moss or some other floating plant that can help break up the flow and create at least one still spot in your water, where you can get him his food.
My sparkling gouramis always struggled a little bit with the flow and stayed well clean of the filter output. I'm guessing bettas may be better swimmers though, so it may not be a big deal.
