Once he builds up some muscle tone, he'll be fine. My bettas are all quite strong swimmers. You might feel sorry for him at first because he's only bowl-fit, but he'll get in shape pretty quickly.
Betta's like the current, its resistance and it helps them stay strong swimmers.
I had a whisper I30 at first then went to a marineland penguin 150 , he would mess around in the current then go away from it when he wanted to just float around and do betta things.

I have my female betta in my 55g (well... the woman's lol)... it has 2 large HoBs on it-- a bit more flow than a betta likes.. but she seems to do fine-- she just hides in the plants a lot
