I got a Pair of crown tail off of aquabid, my question is how and when do you know when a betta is ready to mate, I've done a little looking around and some say food others say not. can someone give me the basic skinny on this?

Males are suposed to start making bubble nest(s), and females are suposed to show vertical "barring".

basically males will start to build bubble nest, and you'll want to put a divider and put a female on one side to entice them. vertical striping on a female when introduced to the male is also an indicator.
