Betta with a raised white spot

Its a raised spot, but when looking at him dead on, it looks to be the same color as his body, but sideways, it appears white. Could this be ich? Then he has another small white spot ontop of his head that looks a bit like a fuzzy mold? Would this be velvet?

Hes my new guy from Walmart.

Could I add some Kosher salt to help this potential problem?

do a search for cotton fungus and see if that could be the problem. It is usually caused by poor water quality, if hes new, probably where he came from.... Water changes are the best cure for cotton fungus, but salt won't hurt. If hes rubbing on things, or gets more spots it might be ich.
