Help with betta!!!!

Hey guys.... ok so my friend has a betta and just asked me if I knew what was wrong with it, and I wasnt sure, so I thought I'd post it on here and see if you guys have ever heard of this... He said that he changed the water a few hours ago in the bowl he keeps his betta in and when he came back, the betta was floating at the top and it looked like the color had been drained off of his bottom fins, leaving them a grayish color with some red in it. He uses tap water when he changes it and adds a Betta Bowl Buddy tablet to de-chlorinize the water. His betta is a bluish green color and he said that it looks like just strands of color from the bettas tail laying at the bottom of the tank. I know the tank isnt that big and there arent any rocks on the bottom, so my first thought was that maybe the betta layed on the tablet, and got like burnt from it? He changed the water as soon as he saw it to bottled water and put another tablet in because he thought maybe it was the tap water that got to the fish. Any thoughts would be awesome! He's used the tablets before, so he doesnt think its those.... but I dont know what else it would be.... Thanks guys!

Well the first thing I would ask is if he changed the water with water of the same temp? If there was a huge difference in the water temps this will lead to alot of stress on the Betta.

Another thing is how big of a bowl are we talking about?
Has his water company changed the water source or added anything to the water system?
What are his water prams(pH, Ammonia, NitrIte, NitrAte) coming out of the tap?
How often does he do water changes and how much is changed?

Let us know this stuff and we can try to go from there.

Another thing is he may want to add some small tank marble rocks and a fake plant to help the fish feel alittle better & safer.
